　　潍坊市政府提出了“四个城市建设”的战略规划，即将潍坊市打造成“产业强市、文化名市、活力城市和品质城市”。“四个城市建设”已经成为这座风筝都的头等大事，如何深度构建这项巨大的工程，需要社会各界、各行业的积极参与和互动。
　　The government of Weifang has put forward a strategic plan: “Four Cities Construction”, which refers to creating a city of powerful industry, marvelous culture, great vitality and a high standard of quality. Nowadays, “Four Cities Construction” has become of paramount importance to the capital of kites. Therefore, how to expand  upon this great project needs participation and interaction from all walks of life.
　　打造“产业强市”，进一步完善各产业的合理布局，同时，实现产业转型升级，构筑现代产业链体系，扶持亚洲第一、中国第一的企业。公司高管的价值观应该纳入年度考评体系，因为价值观取向将影响公司可持续发展。保证各生产要素在产业中发挥建设性作用，同时顺应市场经济的宏观调控作用。
　　In order to build a city of powerful industry, we should continue to distribute industries correctly. Meanwhile, we should finish transforming and upgrading businesses, set up modern system of industrial chains, and support those companies which are first in Asia or China. Also, the top manager’s value in a company will be evaluated each year because value’s tendency has an influence on the company’s sustaining development. Each production element should be ensured to play a constructive role in industry, and let the market economy play a macro-controlling role as well.
　　关于文化名市。城市的可持续发展需要传统文化的延续和大众精神的满足。挖掘更多的地方文化特色，开发新的文化元素，借助“互联网+”渠道，充满正能量的健康文化将惠及经济增长，同时居民精神生活也更上一层楼。
　　Concerning rich heritage and culture, a city needs to extend traditional culture and make the experience of public culture available to all. We should find more features of local culture, develop new elements of culture, and make full use of “Internet +”. A culture with positive energy will finally benefit economic growth, and people’s spiritual lives will rise to an even greater height.
　　活力和品质的持续需要规则和法律的保障，由此需要必要的措施保证管理机构敬畏法律的权威。同时，政策制定者要完善规章,确保活力与品质得到质的提升。
　　Lasting vitality and quality should depend on laws and regulations, and strong solutions will keep management institutes being mindful of upholding laws in their daily jobs. Policy-makers keep regulations perfect for enhancement of vitality and quality.
　　产业是物质基础，品质是最终目标，文化和活力是精神体现。为了成功实施“四个城市建设”，我们要在潍坊市政府的领导下，坚持开放发展不动摇，积极推进“四个城市建设”，保证人民生活不断迈向新台阶，展现潍坊市的勃勃生机和美好前景。我们建设“四个城市”，超越“四个城市”。
　　Powerful industry is a material condition, a high standard of quality is an eventual goal for citizens, and rich culture along with great vitality are reflections of a city’s spirit. In order to let “Four Cities Construction” succeed, we, under the leadership of The Weifang government, should be unwaveringly committed to an open policy, and actively set up our project. Therefore, people’s lives could be ensured to reach new highs, and the great enriching and promising prospects could come into being in the future. We will build “Four Cities” and eventually surpass “Four Cities”.
